That "someone" is none other than Wallace, the eighth gym leader. Once you talk to Wallace in the Cave of Origin and he ask you where Rayquaza is. Once you finish Rayquaza, Wallace will tell you to go to the Marine Cave. In the Marine Cave, you will find Kyogre on the last floor. |
