Kyogre is the legendary Pokémon of the sea, and is part of the Weather Trio alongside Rayquaza and Groudon.

The author describes it: "A deep-sea Pokémon that commands thunderstorms. The creator of the clouds that cover the sky! Storms and tsunami come at its bidding to wreck destruction upon the land. The ancient battle with Groudon caused it to sink into a deep slumber… It used to be a savior to living creatures, bringing rain to those suffering from drought…"[1]

Long ago, Groudon and Kyogre began to battle. Groudon raised and expanded the land against Kyogre's seas. Their seemed that it would have no end, and was consuming the world in fire and destruction. However, exhausted, Groudon and Kyogre finally desisted, sinking to the bottom of the sea and falling into a deep sleep. They have remained dormant ever since.[2]

Kyogre debuts in Chapter 214.

Kyogre stirs when Team Aqua kills Mt. Chimney.[3]

Team Aqua fully wakens Kyogre by attacking it in the Seafloor Cavern . After waking up, it swims off, summoning enormous tsunamis and storms. It surfaces near the Abandoned Ship and sends a huge blast of energy at it. Wattson and Flannery attempt to engage it in battle but they manage to do little against Kyogre's monstrous power. Interestingly, as soon as it is faced by Wattson's electrical attacks, it knows to maximize its special defense. Kyogre's first appearance was in VS. Kyogre & Groudon I. It was awakened by Team Aqua so the waters will be expanded. Wattson, Flannery, and Winona tried to stop it but failed due to Team Aqua's interference, and it ended up reaching Sootopolis City, where it fought for days on end with Groudon. Ruby, having trapped Sapphire in Wallace's air car for her safety, was joined by a reformed Courtney and succeeded in quelling both the titans using the Red and Blue Orbs and Norman's temporary control over Rayquaza. However, even after Kyogre returned to the Seafloor Cavern, Archie and Maxie still had plans of reawakening them to kill off anyone who'd oppose their will using the two orbs. Once they were thwarted, the arc ended. However, later on, Guile Hideout succeeded in having Jirachi create a Kyogre monster that nearly sank the entire Battle Frontier. [4]
