The Hoenn Director finds out that Kyogre and Groudon have left and gone in opposite directions, their desire to battle sated. He receives a call from Wallace reporting Steven Stone's death. Ruby clutches his father, and when Rayquaza whips by him threateningly, he dodges and lowers Norman to the ground. Norman tells him that Rayquaza is angered about being controlled, and controlling Rayquaza is different than controlling Kyogre and Groudon; after all, they have Jewels, and though the Pokémon Association had been attempting to develop a "Green Jewel" five years ago when it was in captivity, they did not succeed. Norman is dying from controlling Rayquaza without a Jewel.Ruby figures out that Norman's five-year search for Rayquaza was a punishment—a punishment for something Norman didn't do: cause Rayquaza's escape. Ruby finds out that when he saved Sapphire from the Salamence five years ago, Salamence, in its injured rage, had broken into the research facility where Rayquaza was kept, freeing it. Recognizing the wounds on Salamence as from Ruby's Pokémon, Norman took the rap for Ruby.
Ruby, crying, asks why Norman would do that. The answer comes from Marge's lighter: people will do anything for those they love.
On Mirage Island, Juan wonders if perhaps the two powerful foes he saw Ruby and Sapphire defeating were not Kyogre and Groudon. Plusle and Minun are attacking the aircar with electricity, trying to help Sapphire escape.
