Wally's training under Norman has finally paid off and Wally is a powerful trainer. For all his gratitude, Wally has doubts: why is Norman here, in Sky Pillar, training Wally, when there is such a severe crisis underway? Not only that, but Wally feels guilty for using somebody else's pokédex, and for causing other people's Pokémon to evolve: Treecko into Grovyle, and Ruby's Ralts into Kirlia.
Things come to a head when Norman receives a call from Scott, updating him on the situation: Groudon and Kyogre battling in Sootopolis, most of the gym leaders out of action, and Norman's own son the host of a Jewel. Norman panics and decides there is no time to lose, sending Wally up to the final floor. It is composed of tiny passageways that must be opened by manipulating a set of chains below, which Norman does.
Wally, crawling through the passages, realizes that his role could only be performed by a child…and Norman had likely intended for Ruby to fulfill it. Accepting that he is actually only a substitute, Wally shoulders on determinedly, reaching the rooftop, where Rayquaza rests; thick mist hides it from view, and Norman explains that Rayquaza emits ozone during hibernation.
Wally awakens Rayquaza using Kirlia and Grovyle—both Pokémon that do not actually belong to him. Rayquaza leaves Sky Pillar.
Wally, collapsing, realizes that Norman has left for Sootopolis City.
